The Price of Timur Kulibayev's Rescue

Internet-resource KZ.media has lately been subject to uber-powerful hacker attacks. The experts believe the attackers were aiming against the material щт Timur Kulibayev’s UK mansion even though it contained no sensational details.

The article “A Photo of Timur Kulibayev’s UK Mansion Published” citing the British Daily Mail tells about the almost completed constitution works in Sunninghill Part, Timur Kulibayev’s estate, where the old building has been replaced with a huge modern house with terraces, a tennis court and a lot of other amenities.

Since the original material was published in the British press and the scandalous story of how the place was purchased from Prince Andrew for 16 mln pounds is well-known, it is completely unclear why portal KZ.media has been hit. It looks like those who ordered the hacker attack were unhappy about the fact that the publication, yet again, shows Timur Kulibayev and his girlfriend, mothers of his younger children Goga Ashkenazi (Gaukhar Berkaliyeva) in a negative light.

And it also indirectly implicates Kenes Rakishev who has helped the Elbasy’s son-in-law to complete the purchase.

The matter, however, probably lies not in the information itself or the reminder of how, from whom and for what purpose billionaire Timur Kulibayev has bought Sunninghill Park but in the fact that the second son-in-law of the First President of the Republic of Kazakhstan has become the focus of attention of the civil society and the press. The current Chairman of the Atameken National Entrepreneurs Chamber and the KAZENERGY complex has long been out of the limelight and, on the eve of the power transition, has clearly chosen to lie low. Why has he chosen to do so is hard to tell, but Timur Kulibayev probably knows full well that he and his official spouse Dinara Kulibayeva will find themselves under attack when their current “protection roof”, Nursultan Nazarbayev, collapses.

We are more than certain that many people in Kazakhstan and abroad are dreaming to hold demands against the richest family in the country (see here and here) and (or) to make them share their fortune with others. 

We have written on this subject on numerous occasions (only this year, for instance): How To Get Back Timur Kulibayev’s Assets, A Forecast for Bolat Nazarbayev’s FutureOn Tokayev/Kulibayev Union, What Are Timur Kulibayev & Co Afraid Of?  therefore, will limit ourselves to simply registering the fact that, as soon as the Library disappears as the epicentre of power and Kazakhstan’s internal political landscape changes, it is Timur and Dinara Kulibayevs that will have the greatest chance of repeating the sad fate of Gulnara Karimova, the eldest daughter of former Uzbek President Islam Karimov.  

In view of this, we would like to draw the reader’s attention to a July 22, 2020, publication of Internet-resource Exclusive resonantly titled “Within the Period of Five Years, Timur Kulibayev Has Paid More Than 12 Bln Tenge In Taxes”. Below, you find several quotations from this interesting material (text in bold by kz.expert).

“We have learned how much money Timur Kulibayev has paid in taxes as a physical body for the period of 2015 – 2020 from the answer of interim Prosecutor General of Kazakhstan Erlik Kenenbayev given in response to Pavel Kazantsev’s (a Mazhilis deputy) request, writes KazTAG.

“The Ministry of Finance has presented the data on the taxes paid by Kulibayev T.A. as a physical body for the period of 2015 – 2020. Based on the annual tax declarations, the total amount of his tax payments constituted T12.195 bln. The analysis of the physical bodies tax payments for the given period shows that this taxpayer occupies the first spot in the rating of the 50 major taxpayers – the physical bodies of Kazakhstan”, said Kenenbayev in answer to the deputy’s request.

He noted that Kulibayev’s group of companies whose interests are touched upon in the publications analysed in response to the Mazhilisman’s request pays taxes on the level of large national corporations such as NAC Kazatomprom, KEGOC JSC, Kazakhstan Temir Zholy JSC NC, Kazakhtelecom JSC taken together”.

It is not difficult to calculate that, in 2015 – 2020, Timur Kulibayev has “earned” T121.95 bln or about one third of a billion US dollars (it is hard to estimate it more precisely since we have no data on how the paid taxes are broken down by time periods).

Since the Elbasy’s second son-in-law always acts together with his official spouse Dinara Kulibayeva, the likelihood of her occupying the second spot in the rating of Kazakhstan’s major taxpayers – the physical bodies is close to 100%.

In other words, for less than six years, these closest relative of Nursultan Nazarbayev have earned about two thirds of a billion US dollars and paid the income tax… but what they’ve done with the remaining US$ 600 mln of the aftertax earnings remains a mystery.

And even though Erlik Kenenbayev’s answer given in response to Pavel Kazantsev’s request does say that (quoting Exclusive) “the facts touched upon in the publications including the involvement of Kulibayev T.A. and other parties in the allegedly illegal operations with the Kazakh oil and income laundering mentioned in a number of citizens’ claims had been investigated by the Swiss prosecution office in 2010 – 2013” and “based on the results, the Swiss investigation was terminated due to the absence of a foundation for prosecution”, it is unlikely to save the Kulibayevs.

If only because there exist enough documents published by newspaper Respublika on how Timur Kulibayev has earned the billions of US dollars of commission fee from selling the Kazakh oil enterprises to Chinese investors. Apart from that, there is new information related to the other sensitive issues such as the purchasing of Romanian concern Rompetrol by KazMunaiGas. Not to mention Kulibayev’s appropriation of the two valuable assets paid for by BTA Bank JSC; the assets that were somehow “forgotten” by several generations of the investigative teams that had probed into this high profile case.

All in all, the matter only depends on the change of the internal political landscape in the country.

Of course, if it turns out that Timur Kulibayev has managed to form a political alliance with President Kossym-Jomart Tokayev (in exchange for something), it will be a completely different matter. Whether this is the case will become clear rather soon, so let’s just wait and see.
