On 24 May, 2021, Suleymenov Timur Kairbekovich, a 3rd grade state chancellor of justice, was appointed the head of Kazakhstan’s Law Enforcement Academy. This news repeated in the Kazakh media resources did not attract much interest. And that’s a shame.
If one is to believe the rumours circulating in Astana, no other than the First President of the Republic of Kazakhstan and the «Leader of the Nation» Nursultan Nazarbayev is the one standing behind this personnel decision.
For starters, let us quote the press-release called «Rector of Law Enforcement Academy Appointed». It was published on the Academy’s site on the day of the appointment.
«Following the approval of the commission on the law-enforcement personnel policy under the aegis of the President of the Republic of Kazakhstan, 3rd grade state chancellor of justice Suleymenov Timur Kairbekovich has been appointed the Rector of the Law Enforcement Academy by order of the Prosecutor General.
Timur Kairbekovich was born on 28 February, 2075, in Novosibirsk.
Upon graduating the Al-Farabi Kazakh State National University in 1997, he began his career at the Public Prosecutor’s Office of the Almalinsky district of the Almaty city.
From 2001 to 2006, he worked at the Almaty Public Prosecutor’s Office as the deputy prosecutor of the Auezovsky district and the prosecutor of the Turksibsky district.
In 2006, he was appointed the deputy prosecutor of Almaty; in 2008, the first deputy prosecutor of Almaty.
From 2013 to 2017, he served as the first deputy prosecutor of Astana.
He has been the head of the Public Prosecutor’s Office of the Kostanay region starting 2017.

Our interest to Mr. Suleymenov stems not only from the rumours that he has been supported by the Elbasy himself but also from the fact that he is a son of three-star general Kairbek Suleymenov, former Minister of Interior and one of Nursultan Nazarbayev’s most loyal allies.

As for his son, according to our insiders, Timur Kairbekovich primarily owes his successful albeit not stellar career to his father. Especially since the latter, after his service at the Ministry of Interior, had long been in charge of the internal troops and then became the Presidential Aide — the Secretary of the RK Security Council.
But time is marching on and, presently, Kairbek Suleymenov is retired. However, there is talk in Astana that he has managed to make his way through and meet with the First President. After which Nursultan Nazarbayev has decided to reward (make happy) one of his most merited and loyal allies yet again by appointing the latter’s son to one of the most important (not in terms of the rank but in terms of the possibilities) positions at the Kazakh Public Prosecutor’s Office.
In our opinion, despite the insignificance of this event for the Kazakh society, it confirms yet again that the Elbasy remains the key player in the authoritarian political system and the «super-presidential» vertical.
We do not know which channels have been used to bring the Elbasy’s decision to Kazakhstan’s Prosecutor General Gizat Nurdauletov’s knowledge (through Secretary of Security Council Aset Isekeshev or directly, via a phone call?) but the result clearly demonstrates that the country’s key regulatory agency still takes its cues from Nursultan Nazarbayev.
