Cutting off dark horses

Akorda’s clear intentions to cut off even larger number of citizens, eligible to run for president in the next elections, is only surprising at a first glance. Such toughening is not only logical but also necessary, in case this electoral campaign will be taking place without Nazarbaev’s participation.

The existing mechanism of cutting off undesirable candidates for president of the republic has formed in the period when the opponents of the leader of the nation in elections, were representatives of opposition. By default, candidates for the highest government position were required to know the governmental language, which automatically deprived several million of adult Kazakhstanis of the ability to head the country.

After the political crisis, caused by the departure of former prime minister Kajegeldin into opposition to Nazarbaev, following limitation was introduced (requirement for potential candidates) – to have lived in Republic of Kazakhstan for the past 15 years. In addition, candidates have to collect signatures of no less than 1 percent of the overall number of electors.

This mechanism of cutting off candidates for presidency, undesirable for Akorda formation of which has ended around ten years after gaining of independence, is doing its job quite well: as a rule the participants in elections were those citizens who haven’t posed aby danger for the leader of the nation.

Judging from the fact that Akorda has suddenly decided to change its electoral legislation once again, it is afraid of critical rapture in the ruling elite, which can happen, and most likely will, in case of death of Nazarbaev. Then, the existing mechanism of cutting off will likely prove unable to prevent the participation of undesirable candidate in the elections.

Theoretically it isn’t unimaginable that there will be a galvanizing of some citizen, who knows Kazakh, has lived in the country for the past 15 years, is able to collect signatures of at least one percent, has enough capital and enjoys support of the population. After that self-nomination of the latter to the presidency will be hard to avoid.

However, after Kazakh parliament will accept new amendments to laws on elections, and the head of the state will sign an appropriate law, number of adult Kazakhstanis, having the right to run as candidates for president, will essentially decrease to several dozen of people; because the number of republican civic unions isn’t high.

This means an occurrence of another restriction (barrier). And this barrier will be within direct decree of the administration of the president of RK, which will have an opportunity (informal) to change it. And if for example, current RK ambassador to Russia Imangali Tasmahgambetov will decide to run for president’s office, he wouldn’t be able to do it without Nazarbaev’s sanction.

Thus Akorda’s giant problem will be solved, consisting of the fact that, under conditions of growth of protest moods in society, to promote oneself, with the availability of large sums of money, access to media and social media, won’t be hard at all; there won’t be any more dark horses.
