Due to the surge of KasymZhomart Tokayev’s political career, one should recall that his ties with Nursultan Nazarbayev’s third family are strong. We have learned this (as well as the information on Asel’s expensive presents) from Tokayev’s own correspondence.
On March 20, 2019, at the joint session of the Houses of the Parliament, KasymZhomat Tokayev took the oath as the second President of the Republic of Kazakhstan, received the head of the state authorization document, the badge and the flag of the President of the Republic of Kazakhstan. Then he made a speech that has erased any doubts what he is like as a politician and a stateman.
We believe the word “chaff” describes the role of the second President in the Kazakh authoritarian political system and the super-presidential vertical the best. Metaphorically, in Russian, this word means “an ally”, “a henchman”, “a stooge”.
Let us quote the most, in our opinion, important passages from KasymZhimart Tokayev’s Presidential speech.
“I consider it mandatory to immortalize the name of our great contemporary, the First President of the Republic of Kazakhstan Nursultan Abishevich Nazarbayev via the following.
Our capital must bear his name – Nursultan. This suggestion has already been made by the Parliamentarians in the Declaration signed on November 23, 2016, on occasion of the 25th anniversary of the independence of the Republic of Kazakhstan.
Next. We must erect a monument in honor of the First President of the Republic of Kazakhstan in the capital of our country. We must name the central streets of all the regional cities after Nursultan Abishevich Nazarbayev. I think everyone will agree that the Leader of the Nation deserves to be awarded the highest titles of our state – the Hero of the People and the Hero of Labor of the Republic of Kazakhstan.
We should also award the Leader of the Nation the status of the Honorable Senator.
All the portraits and photographs of the First President, the Leader of the Nations will remain as the permanent attribute of public places, state officials’ offices, school buildings. His daily-life activities will be backed by the law on the First President – the Leader of the Nation and the other laws. The Leader of the Nation will retain his entire service infrastructure.
With that, we must proceed from the premise that, according to the law, Nursultan Abishevich Nazarbayev remains the only life-long Leader of the Nation (the Father of the People) in our country. He is also the Chief of Security Council, the Leader of Nur Otan party, the Head of the People’s Assembly, a member of the Constitutional Council. The competent opinion of the Leader of the Nation will have a special, we may even say a priority meaning in developing and making strategic decisions”.
KazymZhomart Tokayev has always been a “chaff”. And even though, against the other henchmen of the Leader of the Nation, he seems to be quite “European” (he has served as a Deputy of the UN General Secretary in Geneva, speaks several languages) according to the people who know the new head of the Kazakh state personally and communicate with him often – officially and unofficially, he is arrogant in his interactions with those of a lower rank. Apart from that, he is extremely jealous of the others’ success and money while being smooth-faced and cowardly in his relationships with those who are stronger are stand closer to Nazarbayev than he.
To confirm our words, we will recall certain passages from the letters once published on website Kazawrod by the unknowns who hacked into the state officials’ mail.
In these letters, KasymZhomart Tokayev tells about his private visits to Nursultan Nazarbayev and his third (current) wife. They were published back in 2014 on Respublika portal (shut down in 2016). Some of the letters were written in English.
So, in one of the letters, Tokayev informs his vis-à-vis that yesterday, in other words on November 13, 2013, he dined with the Number One and F (Asel Isabayeva – kz.expert). He also speaks of his return from Switzerland to Kazakhstan.
We will recall that KasymZhomart Tokayev was appointed the Head of the Senate on October 16, 2013. So, he dined at Nursultan Nazarbayev’s in this capacity.
Asel Isabayeva’s interest to the terms and conditions of Tokayev’s return to Kazakhstan is of curiosity. The thing is that, based on the information provided by our insiders, it was Tokayev that acted as one of the four best men at the Muslim-style wedding of Nursultan Nazarbayev and his third wife.
By the way, earlier, on March 21, 2011, when Kasym-Zhomart Tokayev just started working as the UN General Secretary’s Deputy, he touched upon the subject of the presents in his letter.
Here is a quote. “I have received it, will give it to you as occasion offers. I forgot to say that I had bought the gifts for Her and for him in the amount of 140 thousand. For her the Graf – earrings and a pendant. She liked it”.
These letters present a rather clear image of the second President. Therefore, Tokayev’s phrase that “fully realizing the scale of the responsibility born by his future mission”, he is “planning to channel his knowledge and experience into ensuring the continuation of the strategic course of the Leader of the Nation” should be regarded not as empty official promises but as a sincere and firm assurance that Nazarbayev’s footsteps are to be followed.
What makes this assurance a particularly sincere and firm one is the fact that Mr. Tokayev has zero possibility to stray from the said course beyond the limits of the corridor that has already been established. For no matter how much effort Tokayev’s allies spend on painting him as a person with a flawless reputation, it is simply not the case. The compromising materials against him do exist in abundance. It’s just that, so far, no one has ordered to release them.
